Valencian Community helps finance up to 100% of first home purchases

The government of the Valencian Community continues to implement a guarantee programme that allows certain categories of buyers to obtain financing of up to 100% of the base value of their first primary residence.

The part of the mortgage loan exceeding 80% and reaching up to 100% is covered by a guarantee from the Valencian Institute of Finance (IVF), in order to facilitate access to residential property for those who are solvent but have not been able to accumulate sufficient savings.

Why the programme has become relevant

Buying a home is becoming an increasingly difficult task for many buyers.

Rising prices increase the amount required and force buyers to have savings even before applying for a mortgage loan.

The problem is not limited only to the payment of monthly instalments.

The need for prior savings is one of the main obstacles, especially taking into account the taxes and other expenses related to the purchase and sale transaction.

How the IVF guarantee works

The IVF guarantee programme was designed precisely to remove this obstacle.

This initiative makes it easier for adults buying their first primary residence to obtain a mortgage loan and has a budget of 60 million euros.

This mechanism does not consist of the Valencian Community government granting the loan directly, but rather of providing a guarantee to the bank.

IVF guarantees the part of the loan exceeding 80% and reaching up to 100%, allowing the buyer to obtain a higher level of financing than usual.

Which property value is taken into account

The guidelines state that the reference value is the lower of two amounts: the purchase price or the appraised value, including annexes such as a garage or storage room.

The maximum value of the property to be purchased is 311,000 euros.

Both new and resale properties are allowed – whether on the free market or under the private development public housing scheme.

Although the guarantee allows buyers to obtain 100% financing, it does not cover taxes or expenses related to the purchase, sale or formalisation of the transaction.

VAT, property transfer tax (ITP), stamp duty (AJD) and other expenses must be paid in full by the buyer.

Main eligibility conditions

To take part in the programme, applicants must also prove two years of continuous residence in the Valencian Community.

The property must be located in this autonomous community and used as a permanent and primary residence throughout the entire period in which the guarantee remains in force.

The application is submitted exclusively electronically through the IVF portal and requires personal documents, information about the property and a bank financing offer.

Among other documents, applicants must prove their place of residence and provide the corresponding registration documents.

The guarantee does not entail any commissions or costs for the buyer.

Programme results and 2026 updates

Since the launch of the programme in 2024, 3,493 transactions have been approved, benefiting a total of 5,189 young people; the average property price was 132,041 euros.

Of the total number of beneficiaries, 1,614 live in Alicante province.

Representatives of the Valencian Community government note that important updates were introduced in the 2026 programme, aimed at people aged between 18 and 45.

In particular, this includes the possibility of guaranteeing up to 20% of the property value, which makes it possible to obtain financing of up to 100%.

The property may be new or resale, on the free market or within the framework of private development social housing intended for permanent residence.

In addition, the maximum price limit for the property to be purchased was increased from 277,000 to 311,000 euros in order to bring it in line with market dynamics.

Housing policy in the Valencian Community

The regional government is developing an intersectoral and comprehensive housing policy, with broad measures in regulation, administrative simplification and tax incentives – for example, a reduction in property transfer tax.

In addition, under the VIVE plan, housing is being built within the public support programme for young people, families and the most vulnerable groups.
