Let’s start with the fact that there is no signed agreement on dual citizenship between Russia and Spain. A Russian who wishes to become a Spanish citizen must renounce his previous citizenship in writing.
In practice, it happens like this: a Russian citizen, receiving Spanish citizenship, refuses Russian, but does not notify the Federal Migration Service about this. The Spanish authorities, when issuing citizenship to Russians, also do not notify anyone about this. In such a situation, a person has two citizenships: Russian citizenship continues to be valid in Russia, and Spanish citizenship in Spain.
Dual citizenship of Russia and Spain
Dual citizenship of Russia and Spain does not exist, since these countries do not recognize dual citizenship between themselves, but do recognize the presence of a second passport. Non-recognition of dual citizenship means that a person’s second passport ceases to be valid in the territory of another state. That is, in the Russian Federation only a Russian passport is valid, and in Spain – a Spanish one.
Spanish law allows dual citizenship only with certain countries: Latin American countries, Portugal, Andorra, etc.

Second citizenship for Russians
Obtaining citizenship of another country is not illegal under Russian law. Only in this case, the second citizenship is not recognized by Russian legislation and is not valid on the territory of Russia.
Simply put, having two citizenships, in Spain a person will be considered Spanish citizen, and in Russia – Russian. In all other countries, a person can use the passport that is more convenient.
Dual citizenship of Russia and Spain: Summary
The difference between receiving dual citizenship of Russia and Spain and just a second passport is only that in the first case this should be allowed between countries, and in the second – when receiving a passport of the second country, a person does not notify the country of first citizenship about it and does not refuse it.
