This is a local analogue of registration, but it works according to its own rules, which are very different from what people from Russia, Ukraine, Belarus or other CIS countries are used to.

In our article we will analyze everything in order: what it is, who needs it and why, how to apply, what types of documents there are (certificado, volante, histórico) and what is the difference between them, as well as the validity period and when the registration needs to be renewed.

Do you need to apply for empadronamiento without unnecessary visits and errors?

Alegria Service specialists will help you prepare documents, register with the mayor’s office and obtain a suitable registration certificate.

Get help with registration in Spain

What is empadronamiento in simple words

Empadronamiento is registration at the place of actual residence in the municipal register of inhabitants, which is called Padrón Municipal de Habitantes. This register is maintained not by the state as a whole, but by a specific municipality (ayuntamiento) – that is, the city or rural administration of the locality where you live.

The meaning of padrón is not legal, but statistical and administrative. The municipality must know how many people actually live on its territory in order to correctly allocate the budget, plan schools, clinics, transport, and so on. That is why everyone who lives in Spain for more than a certain time is required to register – regardless of citizenship, visa or residence permit.

An important point: empadronamiento is not the same as legal status in the country. You can register without a residence permit, and even if you are in Spain illegally – the law directly allows this, because the purpose of the padrón is not to control migration, but to count the population. But in practice, this means that registration in itself does not give the right to stay in the country – these are two parallel processes not related to each other.

Who needs registration and why?

Formally, the law obliges any person who has been living in Spain for more than six months to register, but in practice, an application for empadronamiento should be submitted immediately after moving – it is needed for almost all other bureaucratic steps.

Here are the main situations where padrón is indispensable:

Registration NIE and residence permit. For many types of residence (family reunification, non-lucrativa, investor residence permit and others), registration is a mandatory document in the package.

Enrollment in the public health system. To receive a tarjeta sanitaria and be assigned to a clinic, you need a padrón – this is what determines which medical center you belong to.

Enrolling children in school or kindergarten. Municipal and state educational institutions distribute places, including according to registration address.

Registering as unemployed or receiving social benefits.

Opening some types of bank accounts, obtaining local SIM cards with a contract, registering a car.

Voting in municipal elections (for those who are eligible).

Participating in the census and obtaining official status as a resident of an area – for example, for discounts on local transport or a swimming pool.

In other words, registration is not a bureaucratic formality for the sake of formality itself, but an entrance ticket to almost all other Spanish government services.

Is registration required?

Yes, according to the law it is an obligation, not a right. This is explicitly stated in the Ley de Bases del Régimen Local, the basic law on local government. Everyone who resides permanently in Spain must be registered in the municipality where they actually live.

In practice, almost no one applies strict fines for lack of registration: the police do not go door to door and do not check the padron. But without it, you will quickly hit a wall: you will not be able to make an appointment with a doctor, send your child to school, renew your residence permit or obtain citizenship (for the latter, by the way, it is the continuity and duration of residence that is confirmed by the registration history that is important). Therefore, in reality, registration is not so much an “obligation under penalty of punishment” as a necessary condition for normal life in the country.

How to apply for registration: step by step

The procedure is done at the city hall (ayuntamiento) of the city or town where you actually live. In large cities there are usually several district offices (oficinas de atención ciudadana), and a preliminary registration (cita previa) is often required: this is done through the city hall website.

What is needed for registration

The basic set of documents is almost the same everywhere, although specific requirements may differ slightly from municipality to municipality:

Completed application form (solicitud de empadronamiento) – the form is given at the mayor’s office or can be downloaded in advance from its website.

Identity document: passport (for non-EU citizens) or national ID/passport for EU citizens. If you have a NIE or TIE (resident card), they are also included.

A document confirming your residential address. Here the options depend on your situation:

if you are the owner – purchase and sale agreement (escritura) or the latest IBI receipt (real estate tax);

if you rent a house – a rental agreement (contrato de alquiler) plus, as a rule, the last receipt for utilities (electricity, water) in the name of the owner or a receipt for payment of rent;

if you live with someone (friends, partner, relatives), you will need the written consent of the owner or main tenant (autorización del titular de la vivienda) along with a copy of his document and confirmation that he is registered there.

Some city halls additionally send an inspector to check the actual residence at the address – this is a common practice, especially in large cities where they are struggling with fictitious registration.

Not sure what documents your city hall will accept?

Alegria Service will help you check the package of documents, select the appropriate address confirmation format and prepare for submission.

View arrangement services in Spain

Where to submit

There are two main ways:

In person, by appointment. This is the most common option, especially when registering for the first time. Cita previa is booked through your ayuntamiento’s website, sometimes bookings are scheduled weeks in advance, so it’s worth planning in advance.

Online. Many large cities (Madrid, Barcelona, Valencia and others) allow you to submit an application through an electronic account, but usually this requires a digital certificate, Cl@ve or electronic DNI/NIE – that is, this method is more suitable for those who have been in the system for a long time, and not just for newcomers.

After submitting documents and (if required) a visit from an inspector, you are entered into the padrón of a specific address. Usually the entire procedure takes from several days to a couple of weeks, depending on the workload of the city hall.

In our company you can order a service for registration of registration in Spain. It does not have the signature of an authorized official (secretario del ayuntamiento) and an official seal with legal force – it is, in fact, an information extract.

Volante can usually be obtained quickly – sometimes even instantly through a terminal at City Hall or online, without a visit and without waiting. Suitable for simple, “everyday” cases: connecting to the Internet or mobile communications, enrolling a child in a club, some internal procedures where the official status of the document is not important.

Certificado de empadronamiento

This is an official, legally significant document. It is signed by the municipal secretary, has a seal and has the full force of an official certificate. It is the certificado that is usually required:

at consulates and embassies;

when applying for a residence permit or its extension;

in courts and government agencies;

when obtaining citizenship;

banks and some employers also sometimes ask for a certificado rather than a volante.

Obtaining a certificado usually takes longer than a volante – sometimes it is not issued immediately, but after a few days, especially if you need it on paper with a signature and seal, and not in electronic form.

An important nuance: both certificado and volante are usually valid for a limited period for a specific procedure – most often 3 months from the date of issue, although formally the registration itself does not have an “expiration date” in this sense. This means that a certificate issued six months ago will most likely not be accepted – you will have to order a new one.

Certificado/volante histórico

This is an extended version of the document that shows not the current address, but the entire history of a person’s registration in Spain – all the addresses where he was registered, with the dates of entry and exit for each of them.

Historico is needed primarily when it is important to confirm the duration and continuity of residence in the country, and not just the fact that you are registered somewhere now. The most common case is obtaining Spanish citizenship by residence, where you need to prove how many years you have actually lived in the country (usually 10 years, for certain categories – 1, 2 or 5 years). Also historico requests:

for certain types of residence permits, where length of residence is important;

sometimes – in judicial or inheritance cases;

when checking continuity of residence for social benefits.

Certificado colectivo (aka de convivencia)

It’s worth mentioning separately about the certificado colectivo – a document that confirms not only your address, but also who else is registered with you at the same address. It contains the names and surnames of everyone registered in the apartment or house: in essence, this is an official confirmation of the composition of the family or unit of joint residence (unidad de convivencia).

Colectivo is asked where it is important to prove not just the fact of registration, but the cohabitation of several people:

when applying for a visa or residence permit for the spouse of an EU citizen (family reunification);

to obtain the status of a large family (familia numerosa);

when applying for social benefits and subsidies that are considered per family and not per individual, for example, bono social for electricity or water;

for enrolling children in school, obtaining health insurance for the whole family;

sometimes – in court and inheritance cases, where it is necessary to confirm who lived with whom.

As a rule, any of the adults registered at this address can receive a certificado colectivo – he is automatically included in the list. But if minor children from another marriage or partner are registered in the house, to include them in the document, you usually need additional confirmation of relationship (libro de familia, birth certificate) or, in case of divorce, a document on guardianship – otherwise the certificate will indicate only the number of registered people, without names.

Like a regular certificado, a colectivo is issued with the signature and seal of the mayor’s office and has official legal force – unlike a volante de convivencia, which gives the same information, but in a simplified, reference form and is suitable for less strict procedures. You can order it either in person at the city hall or online through an electronic account: usually you need a digital certificate or Cl@ve, and in some municipalities there is also a small fee (on average 1–2 euros).

There is also a very highly specialized option – certificado colectivo histórico, which collects all the applicant’s past addresses and information about who he was registered with at each of them. Not all city halls have such a document; it should be clarified individually if you need to prove long-term cohabitation, for example, for citizenship through a Spanish spouse.

Briefly: what to choose

Document

What does it show

Legal force

When needed

Volante

Current registration address

Information note

Household needs, internet, school, optional procedures

Certificado

Current registration address

Official document with signature and seal

Consulates, residence permits, citizenship, courts, banks

Certificado/volante histórico

The entire history of registrations with dates

Official document

Citizenship, proof of length of residence

Certificado colectivo

Who else is registered at the same address as you?

Official document with signature and seal

Family reunification, familia numerosa, family benefits

If you are in doubt about what exactly is being asked of you, check with the organization where you are submitting the document to determine whether a certificado (not a volante) is needed and whether a histórico is required. This will save you an extra trip to city hall.

Registration deadlines and when it needs to be renewed

Here it is important to distinguish between two different points: the registration itself does not automatically “burn out” simply over time, but for some categories of foreigners the law requires periodic confirmation that you still live at this address. If this is not done, the municipality has the right to deregister you.

Citizens of the EU, EEA and Switzerland

For citizens of the European Union, Iceland, Liechtenstein, Norway and Switzerland, as well as those registered in the Central Register of Foreigners (Registro Central de Extranjeros) with a permanent resident card, a softer regime applies: confirmation of registration is usually required every 5 years (in individual municipalities the rules may differ – sometimes there is a requirement once every 2 years in the absence of a permanent resident card). It is better to check the current conditions on the website of your city hall.

Non-EU citizens without a permanent residence permit (larga duración)

This is the most common story for those who came from the CIS countries on a national visa, non-lucrativa, residence permit through investment or work. If you do not already have a long-term resident’s permit (residencia de larga duración/permanente, which is usually issued after 5 years of legal residence), the law requires you to renew your residence permit every 2 years from the date of initial registration or last renewal.

How it works in practice:

Approximately 3 months before the expiration of the two-year period, the mayor’s office must send a reminder letter to the registration address.

Confirmation is made in person (sometimes through a representative by proxy) at the mayor’s office: you must state in writing that you still live at this address.

If you do not confirm your registration on time, the municipality will launch the deregistration procedure (baja de oficio) – and then you will have to go through the entire registration procedure again, as if you were registering for the first time.

Important: holders of a residence card as a family member of an EU citizen, as well as holders of a card confirming the status of an asylum seeker, are usually exempt from this obligation to update every 2 years – but it is worth checking with your specific city hall, since exceptions are worded differently.

Information about residence design options and related services can be found in the section “Residence permit in Spain”.

When does registration become irrelevant?

In addition to periodic confirmation, there are situations when the registration needs to be changed or updated in any case:

Moving to a new address – even within the same city. The registration must be reissued to a new address, the old one is automatically canceled.

Moving to another municipality – you will have to register again in the new city hall.

Changing the composition of the family at the address (birth of a child, moving of a partner) usually requires updating the data in the padrón.

The certificates themselves (certificado, volante), as mentioned above, have a limited validity period for a specific procedure – usually about 3 months from the date of issue, so you should order them immediately before they are needed, and not in advance “in reserve.”

And briefly about the main thing

Empadronamiento is registration at the place of actual residence in the municipality, mandatory for everyone who lives permanently in Spain.

Registration does not replace legal status in the country, but without it you will not be able to obtain medical insurance, enroll your child in school, renew your residence permit, or eventually obtain citizenship.

Volante – a simple information certificate, certificado – an official document with legal force, histórico – a version with a complete history of all addresses and dates of residence.

EU citizens with permanent status usually confirm their registration once every 5 years, non-EU citizens without a long-term residence permit – every 2 years, otherwise they risk being deregistered.

Registration certificates are usually valid for about 3 months – order them directly for a specific procedure.

If suddenly all these deadlines, certificates and words like “histórico” make your head spin, that’s normal, but the one who walks will master the road!
