According to the Ministry of Housing and Urban Development (MIVAU), the competition will have a budget of 100 million euros and is intended for both individuals and legal entities, who will be able to submit their proposals within four months.<\/p>\n<h2>How will the competition take place?<\/h2>\n<p>According to MIVAU, the acquisition procedure will be carried out on a competitive basis, which will allow for an individual and motivated assessment of each residential property. Priority will be given to proposals located in areas with a tense situation in the residential real estate market &#8211; that is, where households spend more than 30% of their income on housing costs. Proposals for the sale of entire blocks or complexes of residential buildings will also be evaluated.<\/p>\n<p>The competition will be conducted taking into account objective and public interest criteria. In particular, this is compliance with urban planning and territorial demand, compliance with technical and habitability conditions, as well as the economic efficiency of the operation.<\/p>\n<h2>What objects can be offered?<\/h2>\n<p>Any housing with an area from 40 m2 to 120 m2, which does not have state protection and is located in a multi-storey building, can be submitted as an offer. These must be residential properties:<\/p>\n<ul>\n<li>with windows facing the street or courtyard that meet the minimum dimensions;<\/li>\n<li>buildings must have an elevator if we are talking about apartments located above the fourth floor;<\/li>\n<li>They are required to have a positive Technical Inspection of Buildings (ITE) result.<\/li>\n<\/ul>\n<p>In addition, they must at a minimum have a kitchen, living room or master room and full bathroom, although lofts and studios are also allowed. The property must be rented empty except for fixed elements, equipment and kitchen.<\/p>\n<h2>How will the purchase price be determined?<\/h2>\n<p>Casa47 will purchase at the price indicated in the offer, provided that it corresponds <a href=\"https:\/\/alegria-service.com\/blog\/how-to-check-property-in-spain-before-buying\/\">estimated value of housing<\/a> and does not exceed the average sales price established by the Notary Statistical Portal in each region. Thus, the purchase price will automatically be equal to the lower of the following three values:<\/p>\n<ul>\n<li>seller&#8217;s offer;<\/li>\n<li>official appraised value (Bank of Spain \u2013 homologated appraiser);<\/li>\n<li>average price in euros per 1 sq.m. according to the sale price established by the Notary Statistical Portal.<\/li>\n<\/ul>\n<p>Accordingly, this triple filter ensures that the government will never pay more than the actual market price. So, for example, a 70 m2 home in an area where the average sales price is 2,000 euros\/m2 will have a maximum price of 140,000 euros.<\/p>\n<h2>What else will the budget be used for?<\/h2>\n<p>The competition budget will be used to cover the purchase of housing, including all costs and taxes associated with its purchase and sale, and, if necessary, work to improve or repair it, provided that the total cost does not exceed 110% of the estimated value. The competition will reward quality, affordability and energy efficiency. That is, residential buildings that meet universal accessibility standards, have been recently completely renovated or have an energy class of A, B or C will receive higher scores.<\/p>\n<p>Casa47 emphasizes that the goal of this competition is to direct all state resources to ensure the right to housing, which contributes to the expansion of the public housing stock to quickly achieve European standards (8% of the total).<\/p>\n<h2>Additional plan for municipalities after DANA<\/h2>\n<p>In addition, another investment plan was announced aimed at building housing in municipalities that were affected by <a href=\"https:\/\/alegria-service.com\/blog\/realestate\/valencian-community-residents-under-45-can-buy-a-home-with-a-100-percent-mortgage\/\">Hurricane DANA in the Valencian Community<\/a>.
